# INSUFFICIENT_PERMISSIONS

## Cause

The API key's type cannot perform this request. A key is either a runtime key or a config key. A
runtime key cannot loosen a budget: raise or remove a hard limit, make it soft, or clear or postpone
its `closesAt`. A config key cannot spend, check access, or report usage.

## Action

Use the key type the operation needs. Keep the config key out of the environment that spends, so
code that spends under a cap cannot lift it. See
