# BUDGET_EXCEEDED

## Cause

The request does not fit a hard limit of the budget. Unprice reserved and consumed nothing. Do not
run the work.

## Action

Read `details.blocked`. It names the limit (`limitId`, `window`), its `remaining` and `held` amounts,
when it resets (`resetsAt`), and the `remedy` that would let the same request through:

* `release_holds`: releasing open holds would make the request fit.
* `wait_for_reset`: the request fits once the failing windows reset.
* `raise_limit`: a limit needs a change, which takes a config key.
